HARRISBURG – Pennsylvania Senator Scott Martin (R-Lancaster) joined members of law enforcement and their families Monday for a special ceremony honoring police officers who were killed in the line of duty in 2025.

Martin presented a resolution he authored designating May 4 as Police Officers’ Memorial Day and the week of May 10-16 as National Police Week during the Fraternal Order of Police Pennsylvania State Lodge’s Police Memorial Ceremony at the Pennsylvania Capitol Building.

The ceremony honored:

  • West York Borough Police Department Patrolman Andrew Duarte.
  • Northern York Regional Police Department Detective Mark Baker.
  • Northern York Regional Police Department Detective Sergeant Cody Becker.
  • Northern York Regional Police Department Detective Isaiah Emenheiser.
  • Philadelphia Police Department Officer Andy Chan.

“As the son of a police officer, I understand the incredible pride in having a family member serving in the noble profession of law enforcement,” Martin said. “Reading the stories of each of the heroes we honor here tonight is another reminder of the debt we owe to each and every man and woman who puts on the uniform and goes out to serve their community, in spite of the threats they face to their own health and safety.”

Senators Kristin Phillips-Hill (R-York), Dawn Keefer (R-York) and Vincent Hughes (D-Philadelphia) co-authored the resolution with Martin in recognition of the fallen officers in their communities.
