HARRISBURG – Senator Scott Martin (R-13) was re-elected by his colleagues today to continue serving as part of the Senate Republican leadership team as Chair of the Senate Appropriations Committee for the 2025-26 legislative session.
The powerful Senate Appropriations Committee reviews all legislation for its fiscal impact and plays a crucial role in negotiating and developing the state budget. The committee reviewed more than 320 bills during the 2023-24 legislative session.
Martin, who was recently re-elected to his third term serving Lancaster and Berks county residents in the Pennsylvania Senate, was first elected to serve as Senate Appropriations Committee Chair in November 2022.
During his first two years in the position, Martin led efforts to cut billions of dollars in new spending proposed by Governor Shapiro and legislative Democrats. He worked with Senate Republican leaders to pass two fiscally responsible state budgets that cut taxes on Pennsylvania families and job-creators, bolstered the state’s Rainy Day Fund, and invested in pro-growth policies to help reverse Pennsylvania’s decades of economic and demographic decline.
Each of the past two state budgets have also held spending increases below the limits proposed in the Taxpayers’ Bill of Rights.
As a result of the fiscally responsible approach championed by Senate Republicans, Pennsylvania has received numerous credit rating upgrades and financial outlook improvements from the nation’s major rating agencies. These upgrades have helped save taxpayers more than $100 million in long-term interest costs.
“I am grateful for the trust my colleagues have placed in me to give taxpayers a stronger voice in Harrisburg,” Martin said. “We have accomplished a great deal on behalf of Pennsylvanians over the past two years, but we still have work to do to make our state budget sustainable and structurally balanced in the future. I look forward to working with all my colleagues on both sides of the aisle to advance pro-growth policies that put working families first.”
